Meetings & Membership

The Electronic Information Resources Committee (EIRC) is a standing committee of Library Council. A list of members in 2003-2004 is contained in Appendix I.

The EIRC met eight times throughout the 2003-2004 year. New titles were considered for purchase and networking at most meetings. Most meetings included reports from Warren Holder, Electronic Resources Librarian, Information Technology Services (ITS) and Sara McDowell, Digital Acquisitions Coordinator, Collection Development, on negotiations with various vendors, licensing considerations, consortial developments which included University of Toronto Libraries (UTL), the budget for electronic resources, orders in process and new titles ordered.

Guests were welcomed at many of EIRC's meetings. We were pleased that Joyce Chryski, Selector - Physical & Applied Sciences and Sharon Dyas-Correia, Acting Head, Serials Department were often able to join us.

Items Considered & Recommended

The role of the EIRC is to recommend titles for purchase to the Chief Librarian. In the 2003-2004 year, the EIRC considered 48 items (either new or upgrades of existing electronic resources) for purchase. 31 items were approved and 25 were acquired.

Once again, we are deeply indebted to a number of individual libraries for their contributions to these electronic purchases. These UTL partners include the Bladen Library, University of Toronto at Scarborough, the University of Toronto at Mississaugua Library, the Asia Institute, the Rotman Business Information Centre, FIS Inforum, the OISE/UT Library, the Bora Laskin Law Library, the Industrial Relations Library and the E.J. Pratt Library.

Record Keeping

The changes to record keeping in the 2002 - 2003 year have greatly expanded the ability of the Committee to track their record of approval decisions and to keep aware of what has been purchased. Retrospective decisions were added to the ongoing list of committee decisions during the year. The Excel format allows for various types of reports to be made available as an aid to decision making.

Setting Priorities

As has been the case for the past few years, time was set aside to prioritize those approved resources that have not yet been purchased. The top ten priorities were set for the Sciences and the top ten for the Humanities and Social Sciences. These priority lists continue to serve as an aid to selecting purchases when funds become available.

Meeting Frequency

It was agreed at the end of the year that the number of electronic resources being submitted for purchase and the frequency of other business items arising no longer were enough to make monthly meetings of the Committee necessary. Therefore, it was decided to hold meetings bimonthly in January, March, May, July, September and November.

Finally, as EIRC Chair, I would like to thank all the members of the Committee for their faithful attendance at meetings and their hard work throughout the year.
