Service animals are welcome at the University of Toronto Libraries to accompany persons with disabilities who may require assistance, in accordance with the University of Toronto’s Service Animals and Support Resources policy.
Bringing animals, including pets, into library buildings, except those which are needed to assist persons with disabilities, is prohibited by the University of Toronto Libraries’ Library Conduct Regulations and the University of Toronto’s Guideline for Pets on Campus.
Service animals are working animals, which must have been determined by a regulated health professional to be required to support an individual with a medical or mental health diagnosis. Regulated health professionals can make this determination, as documented in Ontario Regulation 191/11 of the Accessibility for Ontarians with Disabilities Act, 2005.
The University of Toronto Libraries will not permit animals prohibited by law, including the Toronto Municipal Code, Chapter 349, Animals. While in library buildings, it is the responsibility of the person with a service animal to control the animal at all times. Service animals must wear an identification tag, must be leashed or in an animal carrier, and are not permitted on library furniture or fixtures. Service animals which are excessively noisy, are uncontrolled, urinate or defecate in the library, or are otherwise disruptive will be required to leave the premises.
Library users or staff who have concerns about an animal in the library should not approach the animal or its handler, but should contact Library Patrol. If it is not obvious that an animal brought into the library is a service animal, Library Patrol may ask the library user to present documentation. This documentation must indicate specifically the type of service animal required, it must be dated and include the health professional’s signature. Library Patrol staff attempting to ascertain whether an animal is a service animal will never ask about the nature of a person's disability.
